Our Standard

Rights, safety, quality, and measurable progress are part of the service—not separate from it.

Empower 365’s operating model is designed around person-centered planning, participant rights, staff competency, objective documentation, health and safety, Regional Center coordination, and continuous quality improvement.

Participant Rights

Dignity, privacy, informed choice, self-determination, access to community life, and respectful treatment guide daily practice.

IPP Alignment

Services should be linked to authorized goals, individual preferences, communication needs, and desired life outcomes.

Staff Competency

Training, supervision, coaching, observation, and corrective instruction support consistent service quality.

Documentation

Daily notes and progress records should be timely, objective, individualized, and connected to the service delivered.

Safety & Risk Management

Planning includes health, community safety, transportation, emergency readiness, incident reporting, and escalation of material concerns.

Quality Improvement

Record review, observations, interviews, trend analysis, participant feedback, and corrective action are used to improve performance.

Compliance Direction

Built to align with California’s person-centered service environment.

The program design is structured around applicable Regional Center expectations, Title 17 service standards, HCBS person-centered principles, Employment First priorities, participant rights, mandated reporting, and related operational requirements.
